HCS/HB 207 - This act allocates $750,000 annually in matching fund grants from the Veterans' Commission Capital Improvements Trust Fund for veterans service officer programs. Federally-chartered veterans' organizations or municipal government agencies are eligible for grants if they are certified by the Veterans Administration to process claims within the administration system and if they have maintained a veterans' service officer presence in Missouri for three years. The Veterans' Commission shall establish grant requirements and approve all grants.

Allows use of moneys in the Veterans' Commission Capital Improvement Trust Fund to fund WWII medals, medallions and certificates. Any moneys remaining from the WWII medal project shall be used to pay for the buglers at veteran burials.

Allows fund transfers totaling ten million dollars from the Veterans' Commission Capital Improvement Trust Fund to Kansas City for construction, restoration, renovation and maintenance of a WWI memorial or museum or both.

Nonprofit organizations may regain titles to vehicles donated to assist veterans if they donate newer or superior vehicles of the same type to replace the old vehicles.

This act has an emergency clause.

This act is similar to SB 339 (2001).
